I need to know what type of paper bags to use to make luminaries. We are doing this for VBS. The kids will be using a paper punch to make their designs.

There is no way... atleast not that I can think of in a non-toxic manner. Water would break down the bag. The only thing I can think of is to make sure your candle is directly away from the paper and to line the inside of the bag with a liberal amount of aluminum foil.

Not that I am aware of.... I know you want fire resistant, not proof but that still is a tough one...

what you need is a L.E.D. and a small battery as no flame, no fire. You might be able to find a cheap set up at, "oriental Trading" possible .com that or do a search. I bet if you dig deep enough they have paper bag luminarie lights (battery operated)

The safest way to go may be the item I've got linked below -- it is an "Everlasting LED Tealights 6 for $8.35 (approx. $1.39 each)". They flicker just like candles but won't burn your bags. Hope this helps! Good luck.

you can't. sounds like you may need to revise your craft for the purpose you are intending to use it.
