where people had to answer a certian amount of questions every time, before they could ask one question, that it would really filter out this place?

It would filter out people like Stephen Hawking and Bono. Some people who have a valid use for this service do not have time to contribute; there are few enough of these people that the site still works (i..e. if you ask an intelligent question you'll usually get an answer).

However, Yahoo gives you 100 points for signing up --- that's 20 questions. Perhaps they should limit the starting bonus to between 5-10 points.

I think it will really cause it would take the fun out of asking questions to people online or to a certain person.

No, because all those people who want to ask their idiotic questions would answer all the other questions idiotically so they could accumulate enough points to ask questions.
