Is it safe for my health and the health of the fusebox to see that blueish spark in the outlet when you unplug an appliance that doesn't have an off switch?

Go to the hardware store and buy a outlet tester. they cost about $9 AND LOOK LIKE A REGULAR PLUG WITH THREE LIGHTS. It will tell you if the outlet is wired right if you'r e worried. If the appliance is running you will get a spark when you pull the plug. normal.

Sounds like you may have a faulty ground. Have a qualified electrician check it IMMEDIATELY!! This is a potentially dangerous situation.
