I take it that the reason you want to "legalize" yur marriage is that you want to bring your wife to the UK for the three years that you both intend to live here. Apply to the Home Office. That is the only thing you can do. I sugest that you have a translation made by a professional of you marriage certificate. If you can prove that your marriage was a genuine marriage then you CAN bring her to the UK... guaranteed. The best thing is to get yourself a reputable solicitor specialized in immigration matters. He/she will help you. I maried a lady from another country and it was pretty straight forward to bring her to the UK. All you need to so as I said is to prove that your mariage is genuine. Lastly, the law on bringing foreign spouses to Europe or in this case into the UK has EASED somewhat ! So go for it. You should succeed... That business of being away from the one you love is bloody awful !! I know, I went through all that too and now we are together and have a wonderful boy who is half european and half oriental. He is a jewell !!! Good luck !!

Your question is a bit vague I am guessing you wish to settle back in the UK with your wife. If so you should look on the Home Office or UKVisas website, to see if you and your wife meet the requirements of a settlement (wife) visa. If you think you do then log onto the Visa Application Centre webiste at www.vac.cn and look at their document checklist to see the minimum requirements you will need to provide as evidence for applying for the visa. If it is the case that you want to take your wife to the UK to have a wedding ceremony in the UK and then return to China, then your wife would need to look at obtaining a Marriage Visit visa - details obtained from the same sources above.
Red Chrome is wrong (although I am happy for him that things have worked out for his family) - for a settlement visa, which is what your wife requires if you want her to join you in the UK for three years, then your wife must meet all of the requirements of the immigration rules for a settlement (or wife visa) - having a certifued marriage certificate just means you are married, it does not mean you meet the other requirements for settlement such as maintenence and accommodation - as I said above get the checklist of minimum requirements from the VAC web-site. And a person cannot apply to the Home Office for any type of visa if that person is not already in the UK. The nearest Visa Application Centre is the place for you to go, they will help process your wife's application and forward it to the Visa Section to be assessed. A solicitor has one priority, which is putting money in his own pocket.

You will just be able to bring your wife to the UK with a settlement visa, your wife will need your marriage documents and your bank statements etc.. when applying for the visa at her local uk embassy. After 2 years if you are still together she will be allowed to reside permanently in the UK and at some point will be allowed to apply for citizenship. If your marriage is already legal if you have the appropiate documents, you can read up all the information i told you plus more by starting here http://www.ukvisas.gov.uk/servlet/Front?pagename=OpenMarket/Xcelerate/ShowPage&c=Page&cid=1006977149962

if you are married in one place, you are married everywhere else. So long as there are papers that says you are married to someone and it is legal, you are married no matter what.
