as Ghiath says, you need a strong technical base.
There are a lot of IT engineer people who do not want to be managers or don't have an aptitude for it. If you are interested in management then there is a good chance for you to achieve it.
The key attitudes probably are-
Make the customer happy, confident in the work that has been done
Keep control of the costs of time and components.
Make sure your management are kept informed of risks
Understand what the IT infrastructure means to the company in business terms

Well, my opinion is: You have to start with technical knowledge to get better experience and after that you can continue to the management knowledge. Because; you can't be a successful manager without technical knowledge about your discipline...

Much better for you to be technical if you're an IT engineer.
If you want to progress though, you really should learn management skills so you can move into higher levels of IT management.
Technical skills will only get you so far...
