It means that regret comes into realization after you've made the fatal judgement or mistake. When you do something and didn't think about it 1000x - regret is in the end when you realize the error of your decision.

when u are doing it, u don't know it is right or wrong but after u do it.........generally u have a little bit regret....that's why my mom always told me to think and think before do something. it's the best way to avoid regret.@--@
