You say good night when someone is going to sleep.
Also, you say "good morning" when someone wakes up, or when you meet someone for the first time in the morning.
Those greetings are not strictly related to the time of the day, but also to what you wish for people. If you know someone isn't going to bed before 5 a.m. you won't wish him "good night" at 1 a.m., since "good night" means "sleep well".
