Nowadays the concept of liberalization is used in connection to trade, economics and the like. This means the lifting up of state controlled barriers so that private actors (individuals, corporations) can engage in commercial activities without the interference of the state. This means, less taxes, lower tariffs, more flexible labour regulations (i.e. right to fire employees without notice), participation in the exploitation of public goods (i.e. no state owned or no state managed corporations). Ironically, economic liberalization leads to conservatism, politically speaking. Economic liberals are neo-cons.
However, liberalization could also be thought of in terms of morals, public policies, and so forth. But its economic connotation is currently the most common.

I think it is when you have normalised to get a database design, then relax the normalisation rules for the sake of practicality. eg allow repeating groups or non-dependant data.
