Yes, but they don't develop properly - all humans start as women in the womb and then change during the later stage of pregnancy if they are going to be male.

They do have mammary glands. Men with testicular cancer, or on certain medications can be made to lactate.

Mammals are actually defined by having 3 specific middle ear bones. The incus, malleus, and stapes. Mammary glands are not a defining feature of mammals, neither are fur, giving birth to live young, like you might think.

Men do have mammary glands. For you see, all zygotes follow the same development pattern until about week 14. During this week, males start to produce testosterone in significantly higher levels that cause the sex differentiation. However, since mammary glands are so essential to all mammals, the they are formed earlier than week 14. Males do not form fully functional mammary glands do to lower estrogen levels in addition to the testosterone acting as an inhibitor.
Males can develop functional mammary glands when the testosterone decrease or when estrogen is significantly increased. For example, if a man loses his testicles due to cancer, unless the testosterone levels are monitored, breasts can form.

All zygotes (fertilized egg in the womb) start out with no gender. As the zygote develops into a fetus, it begins to eventually take on gender characteristics. In fact, all fetuses begin with a single genital fold that further develops... clitoris or penis, vulva or scrotum... they start out the same. So all unborn babies have nipples. If they are female then they develop into breasts with functioning mammary glands for lactating (breast feeding). In fact, a small percentage of men actually have functioning mammary glands and produce milk. But all mammals have mammary glands, and therefore have nipples, regardless of gender. (Although I'm sure many of us wouldn't mind if men had no nipples in exchange for women having no body hair... LOL...)

Males do not have mammary glands as testosterone acts as a brake on their development at puberty.

They are however mammals because their genes still contain the information required to develop glands and they could still develop given the correct stimulus.

Yes. But they rarely produce milk because they usually lack a sufficient amount of the required hormones in their bodies
