"Non-formal process server?"

Pay the $20 and have a professional process server take care of this for you. Don't mess with amateurs for something as important as court.

Yes, but they need to know how to do it. They must have no relationship to the issues you are in court for, over the age of 18, and must do their best to physically hand it to that person. I've done them and it's no fun. No one like getting a subpoena and it can get ugly. If they can't find the person, then it must go to their last known address by registered mail. I do both, just to be safe. Then there is the paper work to be filled out and returned, called "proof of service". It's real easy.

I don't know what is at stake here, but shouldn't you have an attorney telling you all this? If the other side has one, you MUST get one or you'll get creamed at trial.
