It can be obtained from other available Co salts or can be synthesised by treating Co with HCl.

Does it have to be chloride? I find several commercial sources for Cobalt (III) fluroride. Alfa/Aesar, Aldrich, Acros, Strem and Pfaltz & Bauer are some of the companies I'm familiar with that have CoF3.

M + dilute strong acid --> salt + hydrogen gas

u can made cobalt (III) chloride by that way

Co + HCl --> CoCl3 + H2

we can have CoCl3, Bcuz:
Atomic Nomber of Cobalt is 27, if we write the atomic arrangment of Cobalt will be:
1S2, 2S2, 2P6, 3S2, 3P6, 4S2, 3D7
and as we know the D orbital fills with 10 electron, so 3 Cl- ion can fill the D orbital of Co and produce the CoCl3.
