www.webspawner.com is very good.You get a few pages free. Lots of backgrounds, fonts and cliparts to choose from and you can put your own in too!

first find a free host. u can use yahoo.com (going to geocities) or something like 110mb.com. than u must have a website developer like dreamweaver and than u simply upload ur already made page on the website (there is a upload button somewhere there)

One is happyhost.org. You can have your website in minutes and without ads. There is support for FTP which you can use your own FTP program for fast upload.
Another is infinites.net. As it stated, you will have professional looking website FOR LIFE!
Both were FREE and its really worth to try!
