electric fans make the air flow over your body. The sweat drops on the skin evaporate do to the moving air and in the process take heat from the skin. This makes us feel cool.

Its only cool because you're skin is sweaty. When wind blows and hits your skin, it becomes cooler than your body temp so you think its the fan that's cooling you when in fact, its just your skin getting a cooler breeze.

you sweat to cool down when the water evaporates that takes heat away from you. so the air blowing on you can speed this up and you cool faster
