Let there be an instrument, say a ruler (linear scale). The interval between the smallest delineated scale division is the least count of this instrument. For instance, a common metric linear scale is subdivided in centimeters, and each centimeter is subdivided in millimeters. There is no further subdivision of scale. So the least for this instrument is 1 millimeter, or 0.1 cm.
