Refer usually means you have failed the exam and will have to do a resit. But you will only be awarded a maximum mark of 40% even if you get 100% in the resit.

Defer is usually when you need to do a resit, but unforseen circumstances caused you to miss the initial exam e.g. illness. With a defer you will get marked in the resit normally, i.e. if you get 70% in the resit you are awarded 70%.

When I was doing my degree there was this guy who seemed to miss every initial exam and turn up with a Doctor's note. So he could do the resit and whatever mark he got in the resit stood.

I found out that resit's are easier than the initial exam. A resit is constructed so as the people who struggled and failed the initial exam should be able to pass the resit.

So this guy who faked illness at every exam, when he did the resit passed with flying colours. He got a first class degree.

I sat each and every exam first time around and never needed to do a resit. I got a 2.1 but I feel happy inside with my 2.1.

If I had done what that other guy did and got a first class degree, to me it wouldn't be worth anything because inside I would feel I had cheated.

It means that you have to resit, in one shape or form, either by resitting an exam or coursework during the summer, or if you fail those *refer* means you resit the module. For example you can be referred in different components, generally exam or coursework, or both.
Refer means you have to sit again, or set back, basically.
So make sure you work hard!
