C-N bonds in aromatic amines have a partial double bond character due to resonance (lone pair of N also involved in resonance with aromatic ring) . As we know as bond length decreases with increase in bond order.

lone pair electrons in N, which occupy p orbitals perpendicular to C-N bond, can donate electron to make a phi bond, or resonace with carbon atom in aromatic ring who also have perpendicular orbital . so C-N bond has partial double bond and therefore shorter.

C in aliphatic amines has sp3 hibridization (tetrahedral, no perpendicular orbital)
