it is due to the drastic cooling of the skin due to the quick evaporation

just because it evaps quick doesnt mean it numbs
alcohol evaps fast but no numbing effect ethyl chl is a topical anesthetic because of its chemical makeup not its chemical properties

just because it evaporates quickly doesn't mean it doesn't have time to react with your body.
