In advertising, a concept is the whole package of what the ad or event should BE like and/or how it should LOOK like, with the client's objective in mind. It usually comes up when you need to create a look for your ad, like a theme or a "mind-boggling" idea, so the product/service sells more.
Like when a client wants to sell liquors during the pre-holiday season (Christmas), if they have a promotion, you could think of how it should look without being too Christmassy yet, then apply the kind of promotion they have. the concept is the kind of gimmick (based on their promotion) you could think of to entice more customers to buy the products. that's what you conceptualize on; which is turned into a design later on.

'Concept' in design (for me personally) is synonomous with 'theme'. In fashion design, it tends to be a certain idea that ties all the clothes or accessories together.
'Concept' is also about what one wants to get out of the finished product. For example, is this going to be evening wear? Casual? The concept of a spring collection might be 'flowers in the spring', but it should be designed for soiree.
Same applies to web design. The concept consists of 1) What do I want from the site- what am I trying to achieve? 2) How do I present the information? 3) Theme (coloring, layout, etc.).

A concept is an abstraction. It is, in a sense, a vague idea about something that is independent of language. For example, most people have a concept of a supreme being. In Hebrew, the language symbol that is used to refer to the concept is Yaweh; in the IsIamic world, Allah; in Christianity, God.
Or take the concept of one more than two. In English, we say three; in Japanese, san; in German, drei; in French and Spanish, tres.
In both of the above examples, the concept remains the same, but the specifier (language symbol) changes.
So, when a movie director talks about the concept for a film, she's referring to an abstract notion of what she wants portrayed on the big silver screen.

Its the idea out on paper ( or wherever) .Basically the blueprint that has all the kinks worked out of it so when you go to execute the final "project" , you won't waste time and money and have to fix your mistakes along the way.Example when you hear about a concept car its a fancier version with everything the designers want it to be. Then it is usually simplified before it comes out on the market but they used the concept as its "blueprints"...

the concept of an artwork, object, website etc is the idea behind them.
so let me say this way:
your client comes to you with a brief: "I want my website to address this market, and to primarily be able to create a community of people that share information. " He will also tell you about the amount of traffic s/he wants on the website, general guidelines. etc.
now you have three levels you need to address: the content side, the visual side, and the functional side.
you need to make all 3 levels coherent, and you do so by coming up with a concept that will unify the process and will make the final product easier to use, market and enjoy.
and now for an illustration, the idea of a "human google" ... this is a concept. the website answers.yahoo.com. represent its implementation, content wise, functional wise and visual wise.

concept is an idea concieved in a creative mind that doesnt have proof that it will work or be appealing enough to the public to sell.
First comes conception, then comes theory, then comes production, lastly comes creation.
