Well if sex wasn't the purpose of getting both of you together, I see no reason why it should be but if sex and children (especially your own) is a major factor, then yes, it would be a problem for married life and relationship.
That is not to say intimacy without sex is impossible.

I would imagine it could!! First, you/he need to determine if it's psychological or is there a physical ailment that's causing it? Is he under stress of some kind?
If it doesn't happen often, then just try to relax when it does. If it's frequent, then try to get to the root causes (an underlying illness, fear of something, etc.).
