Horses first, If there is a famine then there will be no grain to feed them so they will starve anyways
I say kill them first as they will feed more people for longer especially before they get all skinny from not eating
and if we were starving I would also kill of a ton of cats and dogs because they will begin to eat eachother anyways,

My dog is my family so therefore I would starve before I'd ever hurt him! I would eat horse meat before any other.But I am not much on eating meat anyways,I'd go find some berries

horse. humans is just nasty and cannibalism is against my religion. dogs and cats are just as nasty and also against my religion (to eat) because they are predators or carnivores. So it'd be the horsie.
Plus, there'd be more meat than a kitty.
