Depends. The people who say Hawaii are crackpots because Hawaii has the wettest place in the world but not the wettest country! If you average Hawaii out with its sovereign nation, the USA then this fact is not true. The wettest country in the world in inches of precipitation is india and Bangladesh.

I'm tempted to say Atlantis because it's on the bottom of the ocean. That has to be pretty wet.
But seriously "wettest" is determined by the amount of rainfall (in inches) in a year and it seems that the consistent winner is a place in northern India where the monsoon clouds get trapped against the Himalayas and just dump all their rain on it. How'd you like to live there?
The driest place on Earth is Antarctica. It might be covered in ice up to 5 miles thick but there is no water and definitely no rainfall.

Wettest place on Earth is Cherapunji in Nort-Eastern India. I think the wettest country is Bangladesh but I might be wrong.
