Seemed like everyone answered the "where", but not all of the "what". Part of the "what" is a little unusual - Luxembourg is indeed a small European country, part of the Benelux group, etc. The unusual part is that it is a Duchy, with a Duke or Dutchess as head of state. All the other European counties with monarchs are Kingdoms, such as Great Britain, Sweden, etc., ruled by King/Queen, or Principalities, such as Liechtenstein or Monaco, ruled by Prince/Princess.
