Absolutely! Plants don't grow without water. It works in a cyclical pattern. It rains. Seeds germinate in the soil and then sprout. They grow. It rains some more and the plants keep on growing. They blossom, go to seed, then go dormant for a while. Leaves fall off and decay building up the nutrients in the soil. Trees grow and send down large root systems therefore breaking up and aerate the soil, with rain the decayed nutrients leach down into the layers of soil. The more and steadier the rain, the more plants grow.
That's why rain forests are called rain forests. Through many years the soil has been build up to support many types of plants.
The desert areas may get a lot of rain in a very short amount of time, but it is not consistent and the water soaks into the rock and sand and what plant life there is (not much) must be able to use very little amounts of water. That's why plant life on the desert is so different from the rain forest.

It depends on what dominates the weather system.
In rain forests it is evaporation from the foliage that leads to daily rainfall.
In places like the UK it is prevailing wet westerly winds picking up moisture from the ocean that lead to rain, and the rain in turn leads to a green landscape.

This is true. You can have pockets or micro-climates that deliver rain. You have rain-forests pouring with rain and you get to the top ..all is sunshine..or more rain.No true ...Geography=plant and water table.

Well, vice versa. It is greener where it rains more.
Oregon=lots of rain=lots of trees
Arizona=little rain=desert....although around Flagstaff, there are mountains, which cause it to rain/snow more, so there are lots of trees near Flagstaff.
