uls actually used to post better attendance records than NBA games and NFL games in the early 70s. It is most remembered for being the leauge of new york cosmos- who acquired legends such as Pele and Chinalgia- but has very little interest since especially because American talent hasn't really been developed.
Mls started in 96 and has had much more success. It has a few teams with great attendance like the LA galaxy. the 2002 US world cup team saw MLS talent playing very well. not a single ULS player has been selected since 98. MLS also features a few former greats from outside. It also has a European style training system that includes academies and advanced scouting systems. MLS is generally a highler level of competition.

MLS is "Major League Soccer" and is the US's top league.
USL is "United Soccer Leagues" and is a group of minor leagues. Its top divisions are called "USL First Division" (formerly "A League") and "USL Second Division." Below that is a Premier Development League, which is a network of regional leagues for basically young, amateur teams. They play within their region during the season and have a national playoff at the end.
There is no promotion or relegation between MLS and USL, as they are operated by different entities. But their teams do both play in the Lamar Hunt US Open Cup (similar to FA Cup).
In USL's top two divisions, teams sometimes move up and down, but it is more a function of team's finances and operations rather than on-field performance that dictates a move.
