when the engine is cold. check the oil when its hot. if you have a coolant recovery or fill tank there should be a hot and cold level. then it doesnt matter when you check it.

Never remove the radiator cap when the engine is hot. Wait for the engine to cool before removing the cap. Then fill the radiator to the top. After you have driven it around for awhile, the thermostat will open and the fluid will cycle through the motor. After this, wait fo the motor to cool again and then top it off again. Your good to go!
