but when totally full it shows only 495 MB ....where is the reste of memory is it always like that ?

Its the way that windows recognize FAT. Normally, for disk manufactures, 1 kb = 1000 bytes. But for the Os, 1 kb = 1024 kb.
So your lost space is there.
512 x 1000 x 1000 / (1024 x 1024) = 488.28 MB

it's always like that. by formatting it, the system writes informations about the file system, and that's what taking up the space.
