and if they continue dating until the 16 year old is 18 & the other is 15 and they still aren't hoving sex.will it still be against the law?

It is not against the law in both cases as long as sex is not involved. When the age is a couple of years off there is no issue. Now if a 30 year old was kissing and dating a 16 year old than that would be considered inappropriate.

Not against the law, but a bad idea.

The 16 year old is going to want sex, and the 13 year old will hopefully not be dumb enough to put out, because aforementioned 16 year old will not stay with the 13 year old more than likely.

think it will still be against the law but theres different rules if your parents except it or got a problem and want to press charges or let you two be together don't get it personally, its okay when your 23 to have a 40 yr old man or how ever you want them but i don't think a few years is a bad age gap. just don't winde up pregnat and use protection if you have sex with the guy

In some states you can be reported to the police for even dating someone who is two years younger than you.

Well it needs a lot of mental control to not get in to sexual relation As long as you do not get into sexual relation then it is not against the law. Even if you get into sexual relation and do not get pregnent it is okay.

IF YOUR DATING WITH AT AGE 18,THEN IT IS AGAINST THE LAW.BUT DON'T DATE THAT 16YEAR OLD GUY AT ALL!!!!!!
