Maybe and no. I don't think they should help, because people would find out about them and make their lives a mess with papparazzi, interviews and just ruining their normal lives. They should try to live as normally as they can.

Yes, I think they could. Genetic engineering may bring it about soon. Some may occur naturally. Right now people with psychic abilities help police. It would be cool anyway.
