for expats it is 2nd in place (2001). to my surprise 1st is oslo. remember for expats only. so it still depends if you are moscovit, a bum, student etc.

Hell no!!!! It's incredibly cheap. You can rent a car for less than $15 a day! I lived there, it's CHEAP. If you want to be in an expensive city I suggest New York City, Westchester, or Tokyo. Those are the most expensive places in the world.
