Mountain ranges cause clouds to attempt to climb over them and most times they will condense and loose their moisture in the form of rain. All countries that have huge mountain ranges will have rivers meandering through the valleys below. If the mountains are high enough, regardless the location, their peaks will be snow-capped. Kilimanjaro is in the tropics but the peaks are snow-capped.
in short, the temperatures of a country are affected by its geographic location. The mountain ranges affect the amount of rainfall, not the overall temperature of the place. If a country is in the Equatorial regions, like parts of Africa, no amount of mountains will affect that unless you live in the mountainous areas, then the elevated regions will be cooler.

The mountain ranges protect the plains from excessive heat during cold season by giving of the heat of day during the night season. Same way they dissipate the heat during the summer months and make the nights terrible. This is my commonsense answer. Open for correction.
