Do u mean TV signals, as in exactly what u see on ur TV, or video files on ur computer?
In order to connect a digital device streaming TV signals onto ur computer monitor u must buy a TV card that u must then install into ur computer. The TV card must have a TV-in and that is where u connect to. Also, u can buy a more expensive device that will allow u to go directly to the monitor without having the PC interfere, and is done is a similar way.
To play video files on ur computer, u must download them off the internet, or rip them from a CD/DVD that u posses.

I think ur question is to watch TV on your Monitor without switching on ur CPU.. Isnt?.. You will get external TV tuner for this. In india it will costs around 1000 indian rs.. around 20$.
If u want to record pause or so.. you have to install internal TV tuner inside ur computer.

I've had excellent use of the Leadtek 2000 TV/FM card. Easy to install in a PCI slot, attach the cable or antenna, load the software that comes with it, and you're in business. Here's the link to read about it, below.

The new flat screen televisions you can buy at BEST BUY or Circuit City have PC Inputs. The flat screen sits on your desk or even hangs on the wall. You can toggle between using your flat screen as a television or use the PC Input to go to your computer. Check these out. I think you can even buy them at Sears. Go to the TV department and ask about flat screens with
PC Inputs. They are around $600 + right now.

it is easy.. u need a tv-tuner to view tv channels in ur pc..including cable channels
u can go about in 2 ways..
1>an internal tv-tuner card
2> an external tv-tuner card.
a internal tv tuner card is installed into a pci slot in ur pc's mother board. u wil need to boot ur pc every time u want to watch tv in pc.u can record ur favorite tv shows with an internal tv tuner card..
but..
an external tv-tuner doesnt require u to boot ur pc to watch tv
aslo u need not install it in ur mother board.but u cannot record tv to ur pc with external..
i suggest u buy a tv-tuner from pinnacle,pixelview...
