No they can not. In the USA they may not work until they are 14 years of age per federal law. SOME states do make exceptions for family owned businesses (the children of the family may work there).

Not legally, but a 10 or 11 year can do other things to make money, like cutting grass, weeding gardens, raking leaves, delivering groceries to elderly neighbors, washing cars, and I'm pretty sure they can deliver newspapers.

No. You must be at least 14. Even then, there are significant restrictions on the number of hours you can work and the type of work that you can do. Anything hazardous, even climbing a ladder, is out of the question.
