Get peoples' governments off their backs. Most impoverished nations have oppressive dictatorships or tribal factions ruining any chances of development. That's why even food aid does little to curb the poverty.
Assistance supplies and other resources are intercepted and diverted into the wrong hands.

Population control would be my #1 thought. Second would be tackling corruption. Both hinder or stymie development.
