My two cousins are adopted from China. The cost averaged out to about 1300 dollars a piece. I hope that helped.

Become a foster parent first. Foster parents have the first opportunities to adopt children from right here in the US. I don't think it costs anything to adopt a child out of the foster care system, especially a special needs child.

It's very low cost to adopt from foster care. It can sometimes even be free.
You need to call the adoption hotline for your state to find out.
