For a job as and administrative assistant,within a non-profit agency. what does that involve? Is is basic computer knowledge? Or is it more indepth?

It *totally* depends on the context.

It could be anything from the training and experience in designing (or troubleshooting, for that matter) database tables and their inter-relationships, to having had experience with using some particular form or set of forms that interface with a particular database application.

database experience is having the knowledge and skills to perform task or design schemas in a database. It means experiences in working in a database environment.
