Water otherwise known as H2O is only wet under a VERY narrow sets of conditions, specifically defined by temperature and pressure.
Most of the time the water is not wet it all, sometimes it is hot and gaseous, and sometime it is cold and solid.

Wet means there is water (liquid). If there were not water there won't be feeling of wetness.

The real question is that while water is wet. Why is wine either dry or sweet?

Water's not wet, it just is... we attain to that characteristic because we observed it and had to name it something. That's like asking why is green green? It's not, we perceive it as green but that's just because our eyes tell us so when light hits a specific object, other wise, there'd be no color, and water wouldn't be "wet."

cuz wet, derives from water. it's the condition that water produces on other stuff, we just happen to call that condition wet.
