It depends on the water level. If the water isn't deep enough then it will walk on the bottom and stick his head out of the water for food and air.

If the water is deep enough then it will swim seeing as it has to swim to the surface to breathe and eat (if the food floats).

Also turtles like their privacy so they will tend to stay at the bottom if you watch it so they won't swim because they think they are hiding from you. So you could hide and see if he does anything then.

What do you mean by "just". Like a few minutes? A day?
Check the water temp. It may be too hot or too cold.
If reptiles change temperature too fast they can go into shock.
Did you take it from where it usually is and plop it into the water?
A comfortable temperature for a turtle is around 75-90 degrees Farenheit. Get a thermometer and check the water, and the place you took him from.
How big is the turtle? Is it really small? Youngsters are prone to pnumonia and other infections.
I think you should see a reptile veterinarian. They can rule out sickness and teach you how to care for the little guy.

Is the water temp around 85?

Is the tank big enough- about 10 gallons of swimming space per inch of turtle?

Can the turtle easily get into and out of the water?

Does it eat in the water?

Are you sure it is a Red ear slider?

Does it have a good basking site about 90 degrees with UV-B lighting options?

It's scared of you, that's ok you are a predator. Maybe set up a web cam and try to watch it from another room. Sounds funny, but who knows it could work. ;)

Please lower the water level to around its shell, they need to rest on a rock or stone.
If you want, set up a pond and a small rest stone for them to rest and sun tan.
