I have a pair of pants which resemble these Balenciaga striped pants: http://www.style.com/fashionshows/collections/S2006RTW/complete/thumb/BALENCIA?trend=&page=1
They are shorter, cropped at just above the ankle, and with an uneven stripe pattern (more like a "barcode"). They're also low-rise.
I haven't worn them for a long time (mostly because I'm not a fan of low-rise pants), but I think they can be rescued. Any ideas for shoes I can wear with them? What about a top?

As a rule of thumb, wear smaller shoe styles with capri and 3/4 length pants. Some black or white sandals with a bit of high heel would be good. As for the shirt, just don't wear anything with a pattern or it will look silly.

The pants that you're describing sound like something from the 80's. Play that up with a pair of red platforms. And always remember, just because it has a designer's name doesn't mean that it will look good on you.

Shoes: coal black slippers that have the jeweled look, unless you are short, then do a low black heel.
