The problem with THAT is; often times during a drought- there aren't enough of the right kind of clouds to seed. Moreover, on the chance that the seeding actually WORKS, there's always a chance you might succeed TOO well- & cause a devastating flood that wipes out everything you were trying to save in the first place. And what if those actively seeded rain clouds drift over a neighboring country & cause a big flood there?- Then there's REALLY gonna be a "storm" of protest! To date, we still don't know enough about Mother Nature- to mess with her. And if you want proof, check out Al Gore's "An Inconvenient Truth".

I think they tried it several times before with iodine power or something with mixed results. I know China have tried lot of seeding during dry seasons. It may be more common than anybody think. I'm not too sure though.
