I am asking this about all government programs and policies. When it becomes obvious that the system being used isn't working as well as it should, why doesn't the government do something to change it? It takes forever to get a new idea into the political circle once something has been decided upon.

The government isn't going to change anything that costs them more money. If you want a program or a policy changed, you need to become a lobbyist and vote on propositions when elections roll around.
