Yes, it's called spalling.

It is caused by moisture coming from behind the bricks.

There may be areas around this spot which are white and that is indicative of moisture which has since dried.

The only time I have ever seen bricks flake is when there is water damage.
Keep an eye on the area, and if its a rented unit, get in touch with the property manager to inform them of the problem.
If you own it, like I said, keep an eye on it, you might have to contact a plumber and brick layer in the near future.
