Go see a show. Single ticket prices are super inexpensive and there are a lot of good shows in the city right now.

Try dinner at Silver Cloud Diner or Hot Doug's, then head to either the Map Room or the Hop Leaf, both of which were recently voted among the Top 50 Places to Have a Beer in America.
If Devil in a Woodpile is still doing their Tuesday night residency at The Hideout, and you're into raw foot-stomping blues, I'd definitely recommend that.
The advice to get a copy of The Reader (or Time Out Chicago, or New City) is good, or visit www.chicagoreader.com. You're sure to find something that suits your budget and your interests.

A Tuesday night in December in Chicago? well, whatever you do, make sure it's indoors. Go see a play. We have about 5,000 theaters here, from large to small and some big stars are in some of the productions. You could go to Second City and see their latest comedy revue. there are clubs all over the place if you want to dance and have a drink. And there's live music every night of the week here. Get a copy of the Chicago Reader, a free newspaper, when you hit town and flip through the music section.

Go to Metromix on google, it'll give you metromix chicago, put the date in and you can see what events are going on that day.
Navy Pier is nice, but not an all day event. And it's not THAT nice. I'd suggest seeing a second city comedy sketch, going to flat top, and maybe a show at the metro or house of blues.
