If access to webserver's (IP) are blocked by administrator's, how dou you avoid it? any software or method to do that?

Nope, no way around that! That's why we block them!

BTW, some weenie will tell you to use a proxy. Don't waste your time with that. We block those as well!

The *first* thing you do is figure out what you intend to do when they catch you and haul you in for a chat. This usually ends up being a fairly tense encounter, and can result in (depending if it's work or school or other) demotions, getting fired, suspended, or other disciplinary action.

The fact it may be possible to do something technically doesn't mean it's a good idea to actually do it.

There are plenty of ways involving tunneling technology, but
having been a network administrator, I know that that sort of
access restriction is put there for a reason - usually company
policy.

Are you trying to violate your company's computer access
policies? That's a pretty quick way to get a reprimand or fired.
