I'm pretty sure it's because the government can't figure out how to tax the seeds.

It was purely economic.... hemp, or the mashed up fibers of low grade marijuana, can be used for a great number of things, plus the oil you can extract from the seeds is also useful. Several high powered industrialists in the U.S. (Including Randolph Hearst) conspired to have it categorized as a schedule I narcotic, even though it was widely prescribed as a mild analgesic back around the turn of the century, suddenly when the rich folks felt their wallets threatened it became the scourge of the nation and movies like "Reefer Madness" were spewed out by the propaganda machine to garner support for the decision to outlaw it.

It was criminalized for the same reason all drugs were originally crinimalized - racism. Like opium for the Chinese and Cocaine for the South Americans, white America believed that Marijuana excited blacks. African Americans were supposed to become enraged, sex-crazed killers after smoking.
Every detail of marijuana's presumed effects was wrong. So were the descriptions of the type of people who were supposed to have used it. That didn't stop anybody from making the case and outlawing the substance.

it was semi-criminalized in the 1930s. mj was widely used during the roaring 20s. louis armstrong was a lifelong pot smoker. it was first outlawed only if it were sold. possession was still legal.
the act used to criminalize mj was deemed unconstitutional after timothy leary sued and won. 1 year after that case congress passed the controlled substance act that listed mj as a class I drug.
there is no adequate explanation why. mj was prescribed by doctors for decades and no doctors were consulted when the original law was passed.
