hes got a gf though. i've told him how i felt and he says he feels the same way but he still aint broke up with her. i know we talk more then him and his gf. i've started talking more and he says i'm outspoken enough now. what do i do

What are you going to do, keep jumping through hoops to please this guy? You change because he wants you to be more outspoken and now you want to resume the relationship? I suspect he will find something else that he does not like about you. He'll have you standing on your head to please him. Have a little more self-respect. Move on.
