The semi-colon replaces the need for a conjunction.
So:

With a comma:
I used to wear a uniform, and now I do not.

With a semi-colon:
I used to wear a uniform; now I do not.

It just means you don't have to use a conjunction (and, but).

A comma splice is basically a long sentence that should be two, but is continued with the comma. By using a semi-colon, it effectively acts as a period without breaking the sentence apart. The other option is break the sentence into two separate sentences with a period.

My alarm didn't go off, I went to work late. - comma splice

My alarm didn't go off; I went to work late. - semi-colon

My alarm didn't go off. I went to work late. - two sentences

I think it's to separate two independent clauses.

Like: We used to be best friends in elementary school; now we barely speak.
