Is it legal to tape a conversation with one other individual in the State of Illinois?

It is legal to tape any telephone conversation if someone calls you, but if you call someone, then you must inform them that the call is being recorded or it will be illegal.

You must tell them that you are taping them!! once you say that on the tape then it is public record.
