It is okay to say NO if you explain somewhere on the app. I have applied for jobs in the past while I was currently employed. I check no and explained that the people that I was working for would create undo pressure if they knew that I was applying for other positions.

They just want to know if you don't mind them contacting your previous employers to double check that what you have told them is true. They won't consider hiring you if they find out you have lied on your resume and application form, and that you can't do what you say you have done in the past.

As a previous business owner I can tell you simply. If you put NO that is the one they will call for a reference unless the employers is no longer in business. By putting no employer usually assume you had problems at that job and will call for a reference to see what issues were there. Is strongly suggest never putting no.
