The uniform is strict with no changes, all Hooters girls wear the same one. The hostesses wear khaki shorts and t shirts, so you may be seeing that. I have included the official employment link and the 'about' page for you. Bras and pantyhose are always required as well, for those who have not been there and have heard rumours. I have been there and have no problem with it, as they were covered more than a lot of girls in the mall lately. Hubby and I went with our grown daughter and her hubby. The food was delicious at the one we went to.

Could be a hostess or a girl that is under 18 that is a "service assistant". If they hire a minor, then I don't believe the minor can wear the provocative clothing.
Or maybe they have a choice when they become an employee and are more comfortable wearing the shorts & shirt?
