go into your provider they have parental controls & you can put a time limit that way not sure how to do it thru the puter though only know it's in the control panel somewhere sorry.Hope this has helped you.Good Luck

note* this will not help parental controls, for that please scroll down to the next note
when your computer is starting up, press the key to enter setup, it should be escape, del, or one of the F keys, and on most it will tell you while it's loading............. and since every bios is differnet I can only tell you general things to look for, but it should say something about shutdown........ and then the time should be blank --:--:-- standing for hh:mm:ss..... select it according to your bios's directions and set it to the time you want, you should be able to set start up times too........ this works with my computer, but I think some of the windows 98's don't support this feature.............. do not mess with anything other than this, and make sure you know what it was before so you can reset it if it doesn't do what you want it too.......
note* it will start back up if you press the button........and it won't shut back down till it reaches the time set on the next day........ I just read the parental thing you mentioned, sorry for that ............ you want parental control software........... but if they put that much time on the computer they will probably just look up a way around it...... I could tell you a million if you told me what the product your using was..........
*best solution* they do sell a hardware device (ex. PC Moderator) that goes inbetween your monitor and the computer that you can set a time and it will shut the monitor off, and the only way around that is modifying the computer to have two graphics cards.................. which would be easily noticed.........

My NASA computer programmer teacher once said "If you can dream a computer to do something....surely there's some way to have it done". This is a very good idea: Parental control TIME locks on PCs. Parents can sleep knowing the kids PC/Internet time gets cut off---cold late at night.
I'd suggest visiting cnet.com in their DOWNLOADS section and look around for this cool program.

Well you could try an internet filtering software program, such as cyberpatrol, cybersitter, etc. Do some research and you might find one that works for you. The only downside is that those cost money. Of course there are other options, this is just an idea.
